Asbestos encapsulation

I constantly cringe every time I look at the asbestos insulation on my steam pipes in my basement. Yeah its in good shape but I'd love to fell better about it. A BIG do-it-yourself hardware chain recommended that I could use ANY type of exterior primer??? Can that be correct? I was thinking that I would have to use some sort of elastomer. Whats the best product?

A friend of mine had a similar situation and he used liquid rubber, I think these were the guys www.liquidrubber.co.uk

I have read that hair spray will stick down all the loose material.
