Guys, As part of a basement update, the designer wants to convert 15 six inch recessed lights to 4 inch LEDs. Any way to accomplish this without replacing all of the 6 inch housings? (for example, is there a 4 inch retrofit that will fit a six inch housing?). the ceiling panels are being replaced so I’m not concerned about the existing holes.
I’m sensing the answer is to replace everything but I thought I’d ask. Thanks.

If you're replacing the ceiling panels it seem pointless to preserve the old cans, unless you have some emotional attachment to them.
Cree LEDs
There are trim rings that can drop a 6" down to a 4".
Would you be happy keeping the can "as is" and simply popping in a 6" LED light? I suppose the answer depends on if the lights have a special purpose; ie, are they general illumination, or are they wall-washers, etc.
If general illumination, a couple of years ago I swapped out the bulbs in my 6" cans with Cree LED bulbs. My Halo cans had an edison socket that snapped in to a metal disc, the disc was adjustable up/down inside the can to present the bulb at the proper depth within the can. To use the Cree bub, you remove the metal plate from the inside of the can (a single wing nut) then pop the edison socket out of the metal disc. Screw the Cree bulb into the socket. The Cree bulb has three "spider legs" that grip the inside of the can. Slide the Cree up inside the can and you're done.

If the designer has a lumen or function concern and that's the reason for the change, that's one thing. If it's simply changing out "clunky" 6" cans for "sleek" 4" cans for the design aspect, that's a call you'll have to make.
