I’m about to build and install partition walls in a basement to create a closet. The concrete floor is covered with carpeting. I’ve seen walls set right on the carpet. To me this is not a good idea. Shouldn’t the carpet and pad be cut from under the wall and the plate be properly fastened to the floor?

Yes. Nuf Said.
It doesn't matter. I would lay it over the carpet and never lose any sleep over it.
If you cut the rug out, you're faced with also fastening down new tack-strip and re-stretching carpet. I sure wouldn't bother....Don't see why you can't drill for tap-cons and attach thu the carpet.
I can't think of one single wrong thing about doing it that way....Only drawback is that if you ever have to pull the rug; have to cut it at the wall.

except when yer tapcon drill bit grabs a fibre and spools it up, causing a huge run in your carpet. Makes the cut out tack strips look like a reasonable option in retrospect.
So if you go with the tapcon, run the drill in reverse until yer sure that you've severed the carpet fibres before you get into the serious drilling into the concrete.
it take all of about 2 seconds or less to cause serious damage to yer carpet when a drill bit snags a fibre.
Thought yu'd like to know aforehand.

That's a good point. I've done it that way, and haven't run into that, but good to know.
I still say, barring moisture problems,(in which case the rug and sheetrock at the bottom of the wall gets ripped out) it makes no difference. But...to each his own. I certainly don't see that it's wrong enough to involve my carpet installer to come there for a 15 minute job.......

Better hope you never have a floor saturating water leak, if I were black mold I would love that you did it the easy way and gave me a nice place to live and raise a family. Not a good idea, if something seems like it might be wrong, it probably is.
The "right" way is to cut the carpet back, install tack strips and re-install that side of the carpet. Also, you should run the carpet under the door and install a carpet transition strip. And then, of course, you need to install a floor in the closet.
But, it's a basement. If it's not a nicely finished basement, it probably doesn't really matter other than being a bit of a pain when it comes time to replace the carpet.
Most commercial office space has the carpets installed before the partition walls.

Whether or not you prefer to, cutting the carpet and pad and removing them (under the wall) is the only right way to do this job.
