When calling for baseboard or other trim over steel stud construction, we typically have 1/2" or 5/8" plywood strips screwed to the studs in those locations as blocking in place of the 1/2" or 5/8" gypsum board that finishes the wall. Watch your fire separations, though.
Use the same base as usual, only screw with 'trim head' drywall screws.

First choice is to install the ply nailer; however, if you're too late for that, another alternative is foam adhesive.
