No need to cut concrete drive. Install new 1" pipe like the the guys that install lawn sprinkler systems. They just hook a water hose to a section of pipe and drill under the drive with the water jet.
ol' gold chop do't say where he from, maybe he need a 4 ksi pressure washer vs. garden hose to jet thru his soil - I do here, and might as well put in 4" under the drive for future use if cobble, that is the size my jetted holes always turn out to be <G>
