I have a step wall foundation on hillside single story ranch house that has 6 X 12 foundation / footer. I would like to add a half story but code requires 8 X 15 (second story) in order to do that. What is typically done in this situation? The hillside crawlspace height is fairly large ranging from about 5 feet on the upslope to 12 feet on the downslope and I would also like to consider using that space as a basement somehow.

I have never seen a footing that thin as what you have. There is a reason you need to beef it up.
A local engineer might be able to come up with another solution acceptable to the codes enforcement authority there.

You might consider talking with a soils engineer or good structural guy.
Depending on the soil bearing properties, the existing footer might well be sufficient and you might be able to get by with an engineering analysis/report
