I know I can call the inspector, but quite frankly I try to save those calls for more detailed or specific questions (not wishing to be a pest, before I am even inspected).
Anyway ….. In a rough-in inspection do you install all of your sillcocks or do they need to be caped-off and installed at final? Likewise for shower and tub valves? Seems like they should be installed.
Do the full blown contracters here have a definite answer?

Any thing that is covered by finish material should be installed, like tub and shower valves, but not the trim. Anything that will interfere with finsh material installation should be stubbed out, like hose bibs. (See how I got around that sill c*ck sh*t)

Siding is installed so it would be easiest to put the sill .. ah ... hose bibs in when installing the threaded female receiver in teh crawlspace. To have to cap that off at the exact right length and then remove teh cap etc. would be a piece.
