Ok, I have moved the drain (and cemented it in) and laid down the first coat of cement (or is it concrete?) using 1/4 inch each foot so it drains properly. The first coat of cement is to the lip of the bottom part of the drain. I have to let that dry for a few days and then I am going to put the OATEY shower pan liner in – gluing it in place as per the oatey instructions. But here is my questions :
1) Is the second level after the liner, MORTAR or CEMENT/CONCRETE? The second level is the one that leads up to the height of the drain, then the thinset (I believe).
2) If you look at this pdf from oatey http://www.oatey.com/doc/Shower%20Pan%20Liner.pdf
it shows the concrete or backer or cement board going in at the SAME TIME as the 2nd level of concrete/mortar. But having looked at different videos and how-to’s, some people put in the backer board first and then the oately lining after. Which is it? For me, being new to this, it makes more sense to have the backboard AFTER the liner, but I am not an expert.
Lastly, I am trying to word this the best way I can, I know I am not great at explaining things, so hopefully this comes across as sensible – famouos last words. Thank you

You should have solid backing behind the liner but this can be blocking. The backer board or float should lap over the liner so as to drain into it. Be sure to pitch your second level of mortar to the drain, too. 1/4" per foot is often uncomfortably steep in a shower.

You should google "shower pan mortar"....above the pan you want a porous dry mix that is both easier to work with as well as allowing water to pass through it.
