toilet on brick floor

Pretty much the same way you'd install it on any floor.  With the proper flange and wax ring (or the newer gasketed ring).  Shimmed if necessary to firm it up.   True level isn't really that important unless it tilts so much you fall off or the water pours out.

Just recently I saw pictures of a bathroom with wood floors where the plumber or designer or whoever put the toilet on a marble or granite square that was maybe 18"x 24". I guess it was to discourage summertime condensation from getting to the wood. It looked kinda cool.

Lot of those up here. Matter of fact, I have one outside by the shop in the salvage pile someplace.

 

I'd mix some plaster of paris or grout to settle this unit onto myself

The main problem will be that the brick isn't going to be flat, and the toilet will want to wobble.  You MUST shim it somehow, either with plastic toilet shims or with some sort of mortar or plaster material.  Wobble kills wax rings and flanges, and the occasional toilet.
