My house was built in 1999 and I’ve had window water leaks from day one. When I pull back the siding, I see no flashing around or under the window nailing fin. I suspect there’s no flashing on the window opening ether.
I’ve had a couple quotes to replace the windows, wrap the house and replace the siding. My question…if the contractor tears off the siding and properly wraps the house, can I “get by” with replacement windows instead of new construction windows? Will he be able to create a sufficient weather barrier even if the original window opening and old window frame has no flashing?

Why?
Why would you want to use replacement windows if you are re-wraping and replacing the siding? There's no savings. They may cost more. And your flashing won't be as good.
