Greetings,
I am trying to build a storage shed/workshop in the corner of my backyard on the Gulf Coast. The budget is paultry but I want something unique and “posh” , something to be proud of. I built a pole barn on slab years ago so I’m not totally green but I’ve never done anything quite like this so I could really use some help!
Right now I need some help with rebar/wire placement. I know I need 6″ wire mesh in the middle suspended to half the depth of the 4″ slab portion. But the rebar in the 12″ deep footings is what I need to know about. How to suspend, where, thickness, can I use 8′ lengths, do they have to be bent around the corners etc.

First check whether you need to have this permitted/inspected, and, if so, see if the permit office has any standards you must follow.
what footings?

Those conditions are fundamentally at odds with one another. Dan's advice is a good start...and may inform you of what you're in for before you get too far along. Good luck.
