I have to replace a set of rotting wood stairs inside the bulk head that leads from the outside down into the full basement. The bulk head is poured concrete and part of the original foundation. The distance from inside the bulk head wall to the inside of the basement wall is 62″ and the bulk head is 75 1/2″ deep. The current stairs are steep and the treads fairly narrow….I’m assuming that’s the best that could be done based on the dimensions. Any thoughts on how to make the replacement stairs more comfortable?

You can, of course, make the stairs extend out into the basement to a degree, but too much and you'll have (even worse) head clearance issues.
Bulk Head Stairs
We are in New England and there is a door at the bottom of the stairs to keep out the cold. Extending the stairs into the basement would mean relocating/reframing the door.....good thought....just need to see what that would mean for the head room.
You have to either decrease the total rise or lenghten the total run. That probaly means you will have to start digging to modify the bulkhead.
