In most cases breakers branch circuit breakers can be replaced with out turning off the power.
Whether you can I don't know.
But other than reseting the clocks what is wrong with just flipping off the main and popping out the old one.
Takes less than a minute.

Safely? NO
Have I replaced circuit breakers, receptacles and switches without turning the power off? YES. I also run through my house with sharp scissors, drink water from the garden hose and solder without goggles. Maybe I'm certifiable.

On some panels a skilled and knowledgeable person can replace a non-recalcitant breaker without a statistically significant increase in risk of death or injury.
this is one of those, if you have to ask, you better not do it.

aint that the truth.
That said, dont think I have ever thrown the main breaker off to work in a 120/240 box other than on the main lugs Have also been known to replace outlets without turning off anything. THE ORIGINAL POSTER SHOULD NOT TRY THIS AT HOME.
OTOH, also once, a long time ago, successfully removed 2 feet of 2" rigid conduit from service entrance WITHOUT disconnecting power (ground slots in conduit to cut it in half, opened, removed, slid weatherhead down to new end) THE ORIGINAL POSTER SHOULD NOT TRY THIS AT HOME. <G>
