Can flourescent lights ( they have stand-offs on the mounting surface) be flush mounted to a sheetrock ceiling?

I can't imagine why not. The electronic ballasts used in new ones run pretty cool.

When you say flush, do you mean the top of the fixture hard against to the ceiling or the fixture flush with the ceiling as in a
recessed installtion?
If there are stand offs, there is probable a reason for them. If the ladder, insalling a surface mount fixture as a recessed could be tricky.

They are against the ceiling, not recessed.

It's certainly done all the time -- just screw through the housings and into the ceiling. To the degree that there's a "stand-off" it's basically to provide clearance for the screws that secure the ballast, etc, since they project through the back 1/4" or so.
