How can I shim a mudsill plate (1/2″ maximum)?
Regular wood shim ? P.T. shim ? Metal shim (where can I find them ?) ?
Or first shim with wood and then fill gap with dry cemement and then
wet it ?

Depends on the thickness needed and the whims of the inspector.
I've used metal, Cedar shingles, PT plywood, mortar and a pointing trowel.
I'll add composition shingles to Piffin's list, but I wouldn't use it to shim 1/2".

i was taught get the deck on shoot then shim with slate every 32" then fill in or "tune it up" after the first floor is framed up,eye the top plate ,and give it a final shoot, than parge wit a rich mixture of mortar. then bolt it all down. wood and composition compresses over time. metal is expensive, but will definitely do. cheers bear
