I am looking to install commercial vinyl tiles 12 x 12.
The basement is framed by 2 x 4 and there is plywood above it.
The plywood around the edge of the house is pitched 3/8 up to 3/4.
How do I fill up the pitched area?

anyplace that sells vinyl tiles will also have floor leveling compound in stock. Mix and trowel.
BEWARE!
I do not have commercial experience with the 12" tile, but every home installation I've ever seen has slight gaps opening due to the vinyl shrinking after 5-6 years. I'll never use it again. The old 9" asphalt tiles never did shrink, but then they were often asbestos.
There was a post on shrinking vinyl tile a ways back, one installer said it was due to poor installation (usually DIY), another poster said his his was top of line professionally installed in a pizza parlor he owned and was professionally cleaned/waxed weekly, and his shrank by 1/8 inch!
