Depends on how it's rated.

Look into rock wool insulation. You'll have to research it's appropriateness for your application; but I know it's often used around flues where they extend into attics otherwise insulated with cellulose. The cellulose isn't supposed to be right against the flue because it's technically flammable (paper-based)... even though most (all?) brands have some level of anti-ignition product in them.
Do note that some flues, even though double wall, may not be rated to be completely surrounded by insulation.
