We are using 3/4″ four by eight sheets of tongue and groove OSB over 3/4″ sturdifloor for a shop floor. Do we need to place 15# felt in-between?

That or construction adhesive. I don't see your whole package.
Reasons for the felt are two; prevent squeaking and vapour bar. Adhesive will stop squeaks and make for a stronger floor, which is good in a shop. vapour bar may be un-necessary or be placed in another way.

While I see your logic, I gotta toss out another thought on the matter.
Since this is a shop floor, and is gonna be OSB, then it is safe to say it ain't gonna be a finished floor, just a shop floor. By being just a shop floor, it's gonna get some dings, scrapes, gouges, gashes, etc... If the OSB was simply applied over a layer of felt (which is applied over the subfloor), and attached with screws, then if necessary in the future, each individual sheet could be removed and replaced when damaged. This would make it a lot easier for repairs/replacement if and when the time ever came.
If the OSB was glued down with adhesive, removing and replacing individual sheets would not be a viable option.
If this were a floor in the house, the need for adhesive would be more important. Since it is a shop floor, I would opt for the felt, and screwing down each sheet.
