I have heard some people refer to a “non-limiting†circuit breaker as opposed to a regular circuit breaker. What’s the difference?

There is a very technical term that is used for those. It is called "broken".
Actually I an wonder if the person who said that ment a non0limited disconnect.
Square D, and I think others, make AC disconnects that have the same body and connections as their circuit breaker line, but is just a switch.
In fact to fix an over wired, but much over breakered feed for my AC I replaced the old disconnect with a SQ D and then pulled the switched and replced it with the appropriate sized circuit breaker.
