I just removed all of the popcorn ceilings in my house (imagine the dust everywhere!) and did a textured ceiling. Would a regular PVA primer followed by a normal ceiling-type paint be the best way to paint the ceiling?

What does a textured ceiling look like?

It is just a finish using joint compound or plaster that has random swirls, streaks, etc in it designed to look rustic. See Google images for French Plaster and you'll see some good samples.
What you are thinking about doing will work. I did the same at my house.
One difference though is that my place had cable ceiling electric heat and the plaster was rougher than a corn cob so I troweled mud over it before priming and texturing.
