I have an 8′ by 60′ lawn edge that slants down to the street at approximately a 35 degree angle. It was too hard to mow, so I installed 6″ flat river rocks in dirt. It was fine for a couple of years, but then got undermined by rain, snow and ice. The rocks are slowly sliding out of position. Can I just reposition them and mortar around them, or should I dig out more dirt and mortar under and around them ?

It'll take a deep bed of mortar to hold them any significiant amount of time. You'd probably be better off with gravel that will lock together.
I would consider heavy steel edging, with long rods driven into the earth to hold it in place.

Talk to a gardener. You need to plant some sort of easily maintained low ground cover. This planting can be very attractive, enrich the air, and hold the soil. The rocks might be used as accents amidst the planting. Native plants might be best but trust in your gardener. (Find one who actually cares and knows something. Hiring a pro might be best if you don't have a trusted friend.)
