Is it okay to put a subpanel that will supply a wall oven and a cook top only in a kitchen base cabinet?
I have been told by some one local that it is okay but I would like a second opinion.

In general, no, unless you box out the cabinet so that the panel is near the door so that nothing of substance can be placed in front of it.
The pannel needs to be "readily accessible", and one would inevitably fill the cabinet with pots or whatever unless something was done to prevent that.
Most inspectors will require full working space in front of a sub panel. That is 30" wide, 36" deep and 78" (from the floor) high measured from the face of the panel. Unless your cabinet is that big and empty, it is not compliant.
If you put some kind of structure in the cabinet so the face of the panel was flush with the closed door, you could usually get away with it. You could store things behind that if you had access.
