I'd say the maximum height is with the flange sitting on top of the finished floor. Above that and the gasket gets squished too thin and you risk having the bowl actually ride on the flange. The minimum height is flush with the finished floor -- below that and you at least need an extra-thick gasket.

Have the flange sit on top of the finish flooring.
When you install the tile, make sure you leave cutouts in the tile so the flange bolt heads can be inserted where needed.
