Water heater TPRV piping question.
We hired a home inspector to do an evaluation of our housing.
He keeps writing up the discharge pipe for the pressure, temperature relief valve on the water heaters as being too long.
Most of them are at about 3-inches off the floor.
The plumbing section of the International Residential Code, (which we have adopted), states, in section P2803.6.1-10 that it shall: “Not terminate more than 6-inches above the floor or waste receptor”.
Does anyone know of a code that requires it to be 6 to 24-inches above the floor?

I've always assumed that the outlet should be close to the floor
to reduce the risk of scalding if the valve opens. 24" off the floor wouldn't make any sense.
First time I heard someone complain about them being too long. I believe one of the older codes (maybe CABO) said 4-6". Three inches is fine. Many HIs do not have a clue (this is coming from an engineer who has also performed over 10,000 home inspections).
