work in the GVRD

I am curious to know if anyone in the GVRD is working on the Port Mann bridge project? I have been hounding Kiewit for some time now and they seem to be not interested in hiring journeymen (red seal). Seems they are bringing in personnel from out of province and country.  Can anyone offer any information.
