I use a forstner bit in a drill press. No jig necessary and no set up time except the depth stop.
If you have a bunch of production work to do you could set up your press table with a fence and a couple of flip stops.
Blum make a drilling jig for cup hinges called an Ecodrill works with a portable drill,drills both 35mm cup hole and holes for the screw dowels or just marks the position for the screws. I have used one for a number of years they are excellent but designed for Blum hinges.

You can make it fool proof but not idiot proof
Use the edge-guide (set up an example to repeat the edge-guide set up including the depth-stop for the plunge); put a wooden (or HD poly) "face"on the guide; put some witness marks on the sacrificial face to locate the hinge vertically (e.g. top and bottom registrations, centre-line, left and right edges of hole, etc.). Use a router bit !
NB, in a pinch, when I couldn't get the 35mm bit, I used a collar, a small bit, and a piece of phenolic with a big hole in it for a jig - not happy with that set-up, go for the single plunge.

A forstner bit works so well I've never heard of anyone using a router. If you simply want to give it a try it's a simple matter of using either a template guide for the base and straight bit or a bearing type pattern bit along with the proper sized template made from whatever you'd like.

It's ironic that the quickest way to make a good template would be to use the proper sized forstner bit!

Yep, pretty straight forward. Maybe why not a lot of responses to this post.
Drill it. But use a proper 35 mm drill bit designed for the hinge-boring machines, available from Lee Valley Tools or whoever supplies hinges and machines in your area, rather than a regular Forstner....will do a better job and last longer, and they're not expensive. Don't try to subsitute an imperial Forstner for a 35 mm bit either....that little bit of slop will cause problems.

Never used a router for that. I think you will find that a forstner bit in a drill, even a hand held drill will be plenty fast and accurate. There are a couple jigs available for using a hand held drill. I prefer the drill press with a couple stops installed though.
