pipe collars pvc

I am looking for a supplier of pipe finishing collars in white Pvc or plastic out of the United States.

Attached is a pic of the collar that I am looking for & the inner diameter is 1" & outter diameter is 3-1/4"

These collar are seen on the electric heater tank where the zinc nipples come out  the tanks to give it a finish look.

I hope I am using te right name for this part.
