I've been to rural areas of the west coast (Nayarit) a few times, all bldgs = block construction. No good wood. Guys save up pesos for a few sacks of concrete and some blocks, chip away at the job. Almost always rebar was poking straight up, rusted, many feet above the first (or second) floors...all the buildings looked like they had antennas.
Anyway I asked someone who said they leave it poking up to leave it unfinished and thereby not taxed (?). Old wives tale?
