We are putting in recessed lighting in our kitchen(new construction). On a wall with upper and lower cabinets what is the recommended distance from the wall to place the light?

It all depends on what you want the can lights to do.
If they're going to be task lighting for the countertops, thay need to go inboard of the counter edge. Too far in, and a lot of thelight will spill onto the top cabinets. If you like the Stak Trek symbol for the Federation, then you'll like that effect.
If the cans are for general lighting (i.e., the task lighting is being provided by undercabinet lights), I'd put the perimeter cans 4-5 feet from the wall. That depends too on how high the ceilings are.
You might try a web search on kitchen lighting design. A couple of lighting fixture manufacturers websites have simple design guidelines.
