I am investigating the possibility of tiling over the existing formica countertop instead of pulling the old countertop out and replacing it with 3/4 inch exterior plywood. Is that possible?

Yes, as in most things, it is possible. I would scuff the laminate surface with sand paper, just to help the adhesive get a hold. Make sure to use an adhesive that says it is recommended for use over laminates. Lay out the tiles and see how they fit at the intersection of the back splash with the countertop. If your current counter top is one piece with the curve at the bottom of the back splash it may need to be addressed, in which case it may be better to replace with new plywood. The same holds true for the front of the counter top if it has a rolled up edge, instead of being flat. Good luck

Skrew and Glue cement board or one of the new Tile Backer baords on the market directly over the existing "Formica" countertops you have. Sanding the surface will do little to ensure good adhersion to the existing surface.
Also, choose the correct tiles. The tiles ou use should be sutable for floor use. You don't want to spend our life chaning broken tiles everytime you drop something.
